The communication is one of the key elements of the regional infrastructure, which has a great influence on the main processes of the regional economy.
![]() The Department of the Federal Post service in the Smolensk Region, being the largest post regional operator, is also a branch of the FGUP «Post of Russia» with 522 offices including: 1 transportation and sorting centre, 11 general post offices (the first class offices -1, the second class offices -3, the third class offices - 5 and the fourth class facilities -2), 510 post offices (80 offices are located in the city, 430 offices are rural). Postal services are offered in every settlement of the Smolensk Region.
Over 60 post offices, including 9 general post offices, had been reconstructed in the Smolensk Region by the beginning of 2014.
The shipment and delivery of post is generally carried out 3-6 times a week, in the regional centre – 7 days a week.
The vehicle fleet consists of 149 vehicles (as of 28.03.2014). All post vehicles in the Smolensk Region were equipped with GLONASS system in 2012. There are 156 post routes in the region with the total length of 29 726 km.
At present the offices deliver over 80 postal, financial, info-communicational services: payment for utility bills, bank credits, withdrawal of cash from plastic cards, obtaining insurances, purchasing goods, access to the Internet in 309 public Internet outlets.
Other operators (Llc «SPSR Express», Llc «EMS Garantpost», OJSC «Freight Link») have a much smaller share on the market, mainly delivering express shipment services.
The Smolensk branch of the OJSC «Rostelekom», the leader on the landline telephone communication market, has the largest communication network, unique access infrastructure providing the main part of the intercity, international, intrazone and local traffic as well as the functioning of the landline network for TV and radio channels.
The mobile communication takes over 50% on the telecommunication market, at present its networks cover nearly all the areas of the region. The mobile communication is provided by 4 operators (OJSC «Vympelcom», OJSC «MegaFon», OJSC «Mobile Tele Systems», ZAO «Smolensk Cellular Communication», they offer a wide range of services (voice and non-voice ones) targeted at various client groups (private users and corporate clients).
In 2013 the communication sphere brought 7.012 billion rubles, 3.2 billion rubles belong to mobile communication, the number of client stations having access to mobile communication and using its services amounted to 1.88 million rubles. There is also a steady growth in the volume of electric document communication, which rose up to 1006 million rubles. This was caused by the increase of the volume of the clients’ access to the Internet, development of IP telephony. 4337 public pay telephones were installed in 41115 settlements of the Smolensk Region, providing free access to emergency services.
![]() Informatisation and implementation of the e-government technologies are among the development priorities of the Russian regions, with the Smolensk Region being no exception. The informatisation of the state (municipal) services, education, medicine and other social and economic spheres constitutes a great project aimed at the stimulation of the regional competitiveness and improvement of the living standards.
In 2013 the "Electronic social register of the population" was put into operation, which ensured clarity of social payments in the region. The information system "Enrollment of pre-school institutions of the Smolensk Region" was updated and as a result it has access to the unified data base of educational committees of all municipal districts of the Smolensk Region, the system has also been integrated with the federal system for transferring the monitoring indices of the regional plans within the program “Changes in social sphere targeted at the increase of the effectiveness of education and science”.
The complex information system of collecting and processing information in educational institutions of the Smolensk Region was also put into operation, which enabled the authorities to:
1) provide state and municipal services in the electronic format in education;
2) computerize and unify the organisation and control over the educational process;
3) create a complete regional data base of all the participants of the educational process in the region (in person) and all educational institutions;
4) collect data for statistical and analytical reports of any level.
The platform and module «The housing fund» of the information system for computerized monitoring of the housing and utilities in the Smolensk Region provide the basis for the further system development to maintain the electronic interaction of all the participants in the sphere of delivery and consumption of utility services and encourage citizens’ participation in the utilities management.
The number of vehicles equipped with the system GLONASS increased in 4 times in 2013, these vehicles are also connected to the regional navigation and information system of the Smolensk Region for ensuring safety of the transportation corridors “North-South” and “West-East”.
The executive and municipal authorities (including rural settlements) have a broad band connection for their work with electronic documentation, the accounting program “Budget KS” and many other systems. All comprehensive schools of the Smolensk Region have access to the Internet for organisation of the distant learning and use of the educational Internet resources. The connection speed is being increased, in 2013, as a result, 4 schools in the Gagarinsky District received a higher speed Internet connection.
The technical project "112 system" was thoroughly worked out, it was approved by the Ministry of Civil Defense, Emergencies and Disaster Relief of Russia. The regional authorities started the collection of documents for the subsidy granted within the federal targeted program “Creation of the system for emergency services calls with the unified number 112” in the Russian Federation in 2013-2017”.
According to the Decree of the President of Russia issued on 13.11.2012 №1522 “On creation of the emergency notification of the population of the potential threat or disaster” the system of the emergency notification of the population of the potential threat or disasters was launched in 5 zones prone to the rapidly developing emergencies.
Priorities of the regional informatisation in 2014:
- the implementation of the Decree of the President № 601 “On the main priorities of the state management improvement”
- the implementation of the Decree of the President of Russia № 601 “On the main spheres of the improvement of the state government”:
1) 90% of the citizens should receive access to state and municipal services on the “one contact’ principle by the end of 2015;
2) 35% of the citizens should be able to receive state and municipal services in the electronic format in 2014.
- The construction of 23 multifunctional centres with 119 remote work stations and the total number of 354 operators.
- creation of «mobile groups» by the Smolensk Regional State Budget Organisation «Multifunctional Centre for delivering state and municipal services to citizens» for acceptance of the documents for socially significant services sent by elderly or disabled citizens.
- putting into the operation the system of the interactive forms of electronic services in order to reduce budget expenses on the shift to the electronic format of state (municipal) services in education, cultures, social sphere, labour market and regulation of entrepreneurship;
- the creation of the «open data portal» to provide citizens and IT specialists' access to the information used by the executive bodies of the Smolensk Region;
- creation of a monitoring subsystem of municipal vehicles belonging to the organisations working in public housing and utilities (PHU). The installation of the navigation equipment GLONASS on the vehicles belonging to PHU organisations in the Smolensk Region with their further connection to the unified regional navigation and information system of transport monitoring which will help to organise centralised control over the PHU vehicles work.
Three long-term regional programs were launched in 2013:
the long-term regional target program "Development of the information society and organisation of the e-government in the Smolensk Region" for 2013-2020. The program implies the following measures:
- the development of the regional telecommunication infrastructure and availability of modern information and telecommunication services for citizens;
- organisation of the e-government in the Smolensk Region;
- development of the interdepartmental system of information security and protection of regional information systems and resources against the unauthorized access.;
- encouraging citizens to use modern IT technologies;
- the use of IT technologies in health care and social security spheres.
The long-term target regional program "The application of satellite navigation technologies based on GLONASS and other space achievements for social, economic and innovative development of the Smolensk Region" for 2013-2015 The program implies:
- the application of satellite technologies based on GLONASS and other space achievements for social, economic and innovative development of the Smolensk Region.
The long-term regional target program "Reduction of the administrative barriers, optimisation and quality improvement of delivering state and municipal services, including the work of multifunctional centres for delivering such services" for 2012-2013. The program includes:
- provision of state and municipal services, including the organization of multifunctional centres;
- monitoring of quality and availability of the delivered state and municipal services.
