занятость.jpgIn 2014 the labour market is characterized by relevant stability. As of 1 June 2014 number of vacancies, officially registered in the job centres, amounted to 9.9 thousand. 8.3 thousand citizens, who are not currently employed, are registered in the regional job centres in order to find appropriate work, 6.7 thousand people out of them have the status of the unemployed.

Thus, the tension coefficient is 0.8 person per each vacancy (as of 1 June 2013 it was 0.7 person per each vacancy). The level of the registered unemployment has increased insignificantly and is currently 1.24% (as of 1 June 2013 it was 1.09%).

According to the random research of the employment issues carried out among the population by the Federal Agency of Government Statistics, number of economically active working-age population of the Smolensk region amounted on average to 532.9 thousand people at the period from February to April 2014, including the employed – 505.2 thousand people, 27.7 thousand of the unemployed in accordance with the terminology of the International Labour Organization. Consequently, the level of overall unemployment was 5.2%. The level of employment in the current year amounted to 66.6% (there is an increase by 0.1 pp in comparison with the same period of 2013).

However, the scope of layoff and partial employment is increasing in the region. Last year 3.5 employees were dismissed, and at the beginning of the current year (January – May) 3.1 thousand people were already laid off, which makes 194% to the same period of the previous year.

According to the weekly monitoring, carried out by the job centres of the Smolensk region, since 1 January 2014 402 enterprises have submitted information on layoff as well as on the launch of actions aimed at decrease of the economic tensions, 41 out of these enterprises have submitted data on liquidation.

10 enterprises with the overall workforce of 471 people have only part-time employment. Moreover, 10 enterprises with the overall staff of 1030 people are temporarily out of work. Upon an initiative of the corresponding administrations 2 employees were given a holiday.

The regional government programme “Facilitation of the population employment in the Smolensk region” for 2014-2016 (hereinafter referred to as the Government programme) was launched by the regional employment agency in 2014 in order to improve the conditions of the labour market and to maintain stable employment. This programme was adopted with a bylaw of 20.11.2013 No 927 issued by the Administration of the Smolensk region (in bylaws of the Administration of the Smolensk region of 04.04.2014 No 239, of 28.05.2014 No 400).

The Government programme stipulates employment of at least 27.85 people in 2014 by the regional employment agency, including provision of permanent employment for 22.35 thousand people; creation of minimum 119 fully prepared (equipped) working places to employ those disabled people who are currently out of work by enterprises, organizations and individual entrepreneurs; bringing back to the Smolensk region 351 fellow-countrymen.

All programmes and actions aimed at fostering the population employment are carried out in the region by eight authorized job centres. They implement the main provisions of the Law of the Russian Federation “On the employment of the population in the Russian Federation”.
