In 2013 the expenses of the consolidated regional budget amounted to 36 876.7 million rubles which is 2 048 million rubles or 5.3% lower than they were in 2012. The income structure of the consolidated regional budget includes 32 092.8 million rubles provided by the Regional budget and 15 656.4 million rubles accumulated by the municipal budgets.

The expenses of the consolidated budget in 2013 amounted to 44 122.3 million rubles, 60% of the resources were invested into the development of social and cultural spheres (27168.9 million rubles), including:
