Forms of state support for small and medium enterprises in 2016:

денежное дерево_2.jpg1) provision of subsidies to small and medium enterprises for partial reimbursement of expenses pertaining acquisition of equipment aimed at establishing and (or) developing and (or) modernizing production of goods;

2) provision of subsidies to small and medium enterprises for partial reimbursement of expenses on payment of the interest rate on credits extended by credit organizations;

3) provision of subsidies to small and medium enterprises which have signed an equipment lease agreement for partial reimbursement of the first installment (advance payment);

4) provision of subsidies to small and medium enterprises for partial reimbursement of expenses pertaining participation in international and interregional exhibitions, trade fairs and congresses;

5) provision of subsidies to small and medium enterprises which implement educational activities on pre-school educational programmes as well as on child-care and child-minding;

6) provision of subsidies to small and medium enterprises which operate in the field of arts and crafts as well as of agricultural and ecological tourism;

7) provision of subsidies to small and medium enterprises for partial reimbursement of expenses incurred as a result of technological connection to electrical networks

The system of microfinancing is developed by the Smolensk regional fund for the support of entrepreneurship (granting micro loans ranging from 10 thousand rubles to 1 million rubles with the annual interest rate of 8% or 10% depending on the profile of economic activity). In the field of trade loans are extended for up to 1 year  whereas for the agricultural and manufacturing industry they are given for up to 3 years within the frames of the sub-programme “Development of small and medium enterprises in the Smolensk region” for  2014-2020 of the Regional State Programme “Economic development of the Smolensk region, including creation of favourable climate for entrepreneurship and investment” for 2014-2020.

How to obtain subsidies?

1. All the information about the scheduled Tenders and Selection Procedures, terms of participation, lists of documents for submission, application deadlines and dates of their launch is provided on the official website of the Department of Investment Development of Smolensk Region (hereinafter referred to as the Department) (http://dep.smolinvest.com) in the section "Business Support" and on the website of Investment Portal of Smolensk Region. 2. Subsidies are extended in full compliance with the basic requirements and terms of obtaining a specific form of financial support.
3. To participate in the Selection Procedure candidates have to submit an application form as well as all the whole package of documents to the Department at the following address: Smolensk, Poltavskaya street, 8A, office 604.
4. Participants of the Selection Procedure are to comply with the requirements stated by the Federal law “On the Development of Small and Medium Enterprises in the Russian Federation” and by the regional legislation. Apart from that, an applicant should have no debts (arrears) in respect of taxes and levies and any other compulsory payments to the budget system of the Russian Federation as of the application date.
5. Announcement about the launch of the Selection Procedure is officially published in the mass media and on the Internet not later than 30 calendar days before the deadline for applications.
6. Members of the Department check the list of documents and the quality of the submitted applications and any other attached papers. They are also entitled to study the business process conducted by the given small or medium enterprise within the application period.

DOn the basis of the results of the above mentioned screening they make a decision:

- on admission for the participation in the given Selection Procedure (all details are published at the official website of the Department  www.econsmolensk.ru);
- on refusal for the admission for the participation in the given Selection Procedure (information on the refusal is given directly to a small or medium enterprise with due justification of this refusal).
7. Decision on provision of subsidies is made by the Committee on holding the selection procedure aimed at granting support to small and medium enterprises after the analysis of the submitted applications and other attached documents. The amount of a subsidy is determined on the basis of points which they get in accordance with the corresponding point scale for the specified criteria (except subsidy 5).
8. Small and medium enterprises are notified of the decision made by the Committee in writing.
9. The subsidy is transferred to the account of the given enterprise upon signing a corresponding agreement with the Department unless there is any overdue payment:

- on insurance premium payments for compulsory pension insurance, which are paid to the Pension Fund of the Russian Federation, and for compulsory medical insurance, paid to the funds of compulsory medical insurance;
- on insurance premium payments to the Social Insurance Fund of the Russian Federation;
- on rent payments for land plots and (or) on rent payments for using some property to the regional budget and (or) to the budgets of municipal entities of the Smolensk region (in case the rent is officially registered);
- on payments for any detrimental impact on the environment;
- to the non-profit organization “Smolensk regional fund for the support of entrepreneurship”
