Dmitriy Medvedev, the head of RF Government signed the subsidies distribution among regions in 2014, the subsidies will be spent on the modernisation of regional systems of pre-school education, co-funding of construction expenses of sports facilities, development of plant growing with further processing and marketing of agricultural products.
All the documents were clarified and adopted at the Government meeting on April 10th, 2014. The Smolensk Region will receive 500 million rubles for the implementation of the projects mentioned above.
In accordance with the Decree on subsidies distribution in 2014 for modernisation of regional pre-school education, all RF Subjects including the Republic of Crimea and the City of Sebastopol will receive support within the state program “Development of education” for 2013-2020. The subsidies will help to create nearly 400 thousand places in kindergartens all over Russia which will in its turn provide 100% accessibility to pre-school education of children aged 3-7. The Smolensk Region will be granted 264.104 mln rubles to meet the program requirements.
Another Government Decree issued on April, 10th regulates the volume of co-funding of sports facilities construction. The subsidies will be spent on 23 multifunctional sports complexes, 30 multifunctional sports halls, 9 swimming pools, 15 ice skating rinks, 14 stadiums, 23 special sports facilities (cycle race tracks, roller skiing tracks, cycling paths). The Smolensk Region will be granted 215 mln rubles for the implementation of the federal target program “Development of physical fitness and sport in the Russian Federation in 2006-2015)”.
The Government also adopted the document regulating subsidies distribution for plant growing with further processing and marketing of products. The allocation of budget funds will provide the agricultural producers with financial resources for seasonal field works in 2014. The subsidies will also partially reimburse the interest rate for short-term loans.
According to the Decree the regional agricultural producers will receive 10 656 mln rubles, the provision of budget funds is carried out under the Agreement between the Ministry of Agriculture and the Smolensk Region.
