03.04.2015 Participation in a meeting of Presidium of Council of municipal formations

On April 2, 2015 the Head of the Department of investment development of the Smolensk region Rostislav Leonidovich Rovbel participated in a meeting of Presidium of Council of municipal formations. The question of execution of orders of the Governor of the Smolensk region Alexey Vladimirovich Ostrovskiy following the results of the working session which took place on February 16, 2015 with the heads of executive-administrative bodies and representative bodies of municipal regions and urban districts of the Smolensk region was considered.

Rostislav Rovbel reported to Presidium of Council of municipal formations that for performance of instructions on March 13 by the Department of investment development of the Smolensk region held working session with the number of heads of municipalities and Department for energy and construction on which the problematic issue of accession of capital development to networks of technical providing was considered. By results of the discussion of the matter the decision to the specified Departments is made to prepare offers on modification of the federal legislation as kind of activity is regulated by the federal law.

Rostislav Rovbel reported that at this meeting the offer which came from municipal formations was approved. This offer was concerned about possibility of enrollment of part of the property tax of the organizations into budgets of municipal formations. Due to these, nowadays the analysis is carried out in Department of investment development and there is a preparation of offers on volume of the tax offered to transfer. It was at the same time offered to charge to Department of economic development of the Smolensk region and Department of finance, the budget of the Smolensk region to work out the mechanism of interrelation of volume of assignments on a tax and influences on social and economic development of municipal formations. It is offered to consider the received results at working session at the First Deputy Governor of the Smolensk region Michael Yuryevich Pitkevich with participation of Presidium of Council of municipal formations.

Rostislav Rovbel addressed to Presidium of Council of municipal formations with the offer to include a question into report of proceedings at the meeting, that question is about activation work of municipal formations on development of investment passports and to charge by May 1, 2015. This question should be sent to Department of investment development of the Smolensk region for consideration and preparation for placement.

Rostislav Rovbel reported that more than 100 million rubles will be allocated to the Smolensk region for development of subjects of small and medium sized enterprises in 2015. The department of investment development collected offers from executive authorities of the Smolensk region and municipal formations concerning on the financial support of subjects of small and medium sized enterprises. By results of the analysis it has been revealed that in 2015 the key actions of financial support of subjects of small and medium sized business will be:

- providing subsidies for compensation of part of costs of payment of the front money to the subjects of small and medium sized enterprises which signed the lease equipment agreement with the Russian leasing organizations for creation and (or) development or modernization of production of goods (works, services);

- providing subsidies for compensation of part of expenses of the subjects of small and medium sized enterprises, such expenses are acquisition of the equipment for creation, and (or) development, and (or) modernization of production of goods;

- providing subsidies for compensation of part of expenses of the subjects of small and medium sized enterprises, such expenses concern on technological connection to objects of electronetwork economy;

- providing subsidies for compensation of part of expenses on payment of an interest rate for the loans which are granted by the credit organizations to the subjects of small and medium sized enterprises.

Rostislav Rovbel addressed to the members of Presidium of Council of municipal formations with the offer to consider and to present the point of view on the abovesaid measures of the state support.
