The prospects of development of the monotown of Dorogobuzh have been discussed in Smolensk region

Within the working visit to Smolensk region the plenipotentiary of the President of Russia in the Central Federal District Alexander Beglov together with the Governor of the region Alexey Ostrovskiy has held a meeting during which the prospects of development of the monotown of Dorogobuzh as the territory of the advancing social and economic development were discussed.

It should be reminded that according to the order of the Government of the Russian Federation from May 13, 2016 Dorogobuzh is included into the list of monoprofile municipalities of our country as the monotown of the first category. It assumes the creation of special conditions for investors, in particular, release from the rent and a land tax for up to three years, granting a privilege on the rent for subjects of small and medium-sized enterprises, etc. It should be noted that last year the only change in the list of the Russian monotowns has concerned only Dorogobuzh.

The Governor Alexey Ostrovskiy has told about processes of creation and development of the territory of the advancing social and economic development in borders of the monotown. “Nowadays preparation of the application in Fund of development of monotowns for joint financing of expenses of Smolensk region for providing new investment projects with necessary engineering infrastructure is carried out”, - Alexey Ostrovskiy has noted in the performance, having in detail stopped on the projects applying for the state support from Fund and the region which will be in the long term realized in the territory of the monotown.

The largest of them is hi-tech production of plywood and the laminated flooring (volume of investment of 5 billion rubles), livestock enterprise on cultivation of rabbits and production of meat (4,5 billion rubles).

Besides in plans of the regional authorities there is a creation of the modern automated laundry complex with the disinfection block with a possibility of granting for rent of linen and overalls, and also the organization of production cream cheeses by an ultrafiltration method.

At the same time Dorogobuzh is not only the monotown, but also the territory of the advancing social and economic development. The application from Smolensk region has been approved by the Ministry of Economic Development on October 21, 2016.

As priority kinds of activity it is possible to call processing of wood and production of furniture, foodstuff and soft drinks, creation of agro-industrial complex, granting services, that is practically all directions demanded by the organizations of the intraregional market and Moscow agglomeration.

Such status of the town has certain advantages to potential investors. In particular, it is supposed that the government resolution on creation of TOSER of Dorogobuzh will establish a number of criteria for implementation of investment projects by residents. According to the document, the minimum volume of capital investments of the investor within implementation of the project will make 20 million rubles, and the quantity of new permanent workplaces has to be not less than 20 units.

Innovations will give the chance to diversify monotown economy for 30%, as a result, it involves decrease in a share of the township-forming enterprise (PJSC Dorogobuzh) in city volume of the shipped production practically from 100% to 70% by 2026. 

The Governor has especially noted that due to implementation of large projects with a total amount of investments over 10 billion rubles, it will be created 750 new jobs for citizens of Dorogobuzh, in addition 180 vacancies will be added due to development of small and medium-sized enterprises. All this will allow to increase additional tax revenues in regional and municipal budgets to 189 million rubles by 2026.
