Long term strategy of social and economic development of the Smolensk Region upto 2020

The Strategy includes 3 most possible variants of the social and economic development of the Smolensk Region for a long-run period:

1) the exploitation intensification of the available resources;

2) outsourcing: building into competitive technological complexes as processing centres;

3) modernization of growing industries which omplies the growth of productivity based on the direct import of technologies. The main aim of the development is the steady investment growth, which is caused by the investment into the modernization of the main industries in the region which work on actively developing markets and also the territory management based on creation of favourable conditions for  new production capacities in the Smolensk Region.

At present the Strategy stipulates the following development directions of the Smolensk Region:

1) Support for development of potential clusters:
- machine construction,
- electronic engineering,
- production of construction materials and wood processing,
- food industry;

2) Place marketing (development of the territory):
- industrial parks,
- logistics parks,
- development of the City of Smolensk;

3) Diversification of the economy:
- development of the touristic and recreational potential,
- competitiveness of agriculture and food industry;

4) balance on labour market (structure of the qualified specialists corresponds to the structure of the economy);

5) Improvement of the demographical situation caused by the decrease in deaths rates from preventable causes;

6) Quality optimization of regional management.
